License management for Flow

Users must configure the license key to the MC_LICENSE environment variable and pass it to Flow. Otherwise Flow will not start.

Users must set the
hazelcast.mc.flow.internalAddresssystem property and pass it to MC. If there is a license update on MC, MC will schedule to share it to Flow every 30 seconds. MC will stop when the license is successfully sent to Flow. See security configuration.-
After the updated license is obtained by a Flow node, it will share the updated license with all nodes.
